Russian authorities have issued an arrest warrant for Pavel Durov, the founder of the messaging app Telegram, accusing him of facilitating terrorist activities. The Federal Security Service (FSB) alleges that Telegram was used by Ukrainian intelligence and extremist groups to plan and execute acts of sabotage and violence within Russia. Durov, who resides in Dubai and holds French and UAE citizenship, has publicly denied the charges, responding with an obscene image on his Telegram channel.
The FSB claims that Telegram has been used to facilitate over 153,000 crimes since the start of the conflict in Ukraine, including attacks on infrastructure and the assassination of senior military officials. Authorities also allege that Telegram was used to recruit young Russians for acts of sabotage, leading to the arrest of 46 individuals in the past year.
This move is part of a broader crackdown by Russian authorities on digital platforms. The government has previously attempted to block Telegram within Russia, citing concerns over its use for criminal activities. However, the app remains accessible through virtual private networks (VPNs). Durov has faced legal challenges in other jurisdictions as well. In 2024, he was arrested in France over similar allegations concerning content moderation on Telegram. He was questioned in a Paris court in July 2025 regarding the platform's role in hosting illegal content.
