Because nuclear plants rely on river water for cooling, rising water temperatures and declining flow levels limit the facility's ability to discharge water without exceeding safety thresholds for local wildlife and vegetation.
As of early August 2026, three reactors have been taken offline, including units at the Chooz and Cattenom facilities. These closures are partly driven by specific regional agreements, such as the 1998 Franco-Belgian accord, which mandates adjustments to electricity production to ensure sufficient water flow in the Meuse River for all users. Beyond these full shutdowns, EDF has also scaled back output at several other plants, including Bugey, Tricastin, and Saint-Alban, to maintain compliance with thermal discharge limits.
These adjustments are a recurring reality for France, which generates approximately 70% of its electricity from its 57 nuclear reactors. While the immediate impact on the national grid is managed through these precautionary measures, the situation highlights the vulnerability of thermal power generation to extreme weather.
