Singapore is expanding access to assisted living by lowering the minimum age for Community Care Apartments from 65 to 55. Announced by the Ministry of Health, the Ministry of National Development, and the Housing & Development Board, this policy shift aims to provide seniors with more flexibility as they plan for their retirement years. The change will take effect starting with the Build-To-Order sales exercise in October 2026.
Alongside the age adjustment, the government is significantly reducing the monthly fees for the mandatory Basic Service Package. Residents will see costs drop by between 18% and 75%, depending on the specific service configuration. These adjustments follow feedback from seniors and are designed to make the apartments more affordable while maintaining essential care and support services.
To achieve these cost savings, the government is streamlining the services included in the package. For instance, social activities will now be hosted at nearby Active Ageing Centres rather than in dedicated communal spaces within the apartment blocks. Additionally, the emergency alert device will become an optional feature, though 24-hour emergency support will remain a standard provision for all residents.
These apartments were first introduced in 2021 to help seniors age independently in their own homes with senior-friendly features like wheelchair-accessible bathrooms. By allowing residents to apply at 55, the government hopes to encourage earlier retirement planning and provide a viable alternative to two-room Flexi flats. The next project featuring these units will be launched in Toa Payoh during the October 2026 sales exercise.
