The Building and Construction Authority's (BCA) recent findings highlighting the higher incidence of construction quality defects in small boutique condominium developments are both timely and crucial. As a stakeholder in the real estate industry, I fully support the BCA's assessment and the measures proposed to address these concerns. The data presented by the BCA is compelling. Over the past six years, small private residential projects, typically comprising fewer than 50 units, accounted for more than 58% of private residential projects with low ratings for construction workmanship. This statistic underscores a significant quality control issue within this segment of the market. The Conquas assessment, which evaluates various aspects of construction quality and major defects affecting a home's livability, has revealed that 48 out of 167 projects assessed received band ratings of 4 to 6—the three lowest bands. Notably, 28 of these were small boutique condos. In contrast, only 17 out of 119 projects with band ratings of 1 to 3 were small projects.
