The Government Technology Agency of Singapore (GovTech) is undergoing a significant two-year restructuring exercise to transition from a project-based model to a continuous product ownership approach. This shift is designed to ensure that government digital services remain secure, reliable, and responsive to the evolving needs of citizens. As part of the first phase of this transformation, 93 employees were retrenched in July, while others were retained, redeployed, or placed into structured job conversion and apprenticeship pathways.
Senior Minister of State for Digital Development and Information Jasmin Lau addressed Parliament on August 4, providing clarity on the workforce changes. She noted that of the 93 officers retrenched, 42 per cent were aged between 40 and 49. This age group also represented 42 per cent of the 305 officers involved in the first phase of the restructuring, indicating that they were not disproportionately affected compared to the broader group undergoing transition. Another 30 per cent of those retrenched were aged above 50.
GovTech emphasized that this move is not a downsizing exercise driven by artificial intelligence, but a strategic evolution of its operating model. The agency intends to build, operate, and improve digital products in-house to take greater end-to-end responsibility for its platforms. Despite this shift toward internal development, the agency clarified that it will continue to work closely with external vendors, valuing the specialized expertise they bring to the digital ecosystem.
Looking ahead, the restructuring will proceed in three phases over the next two years. GovTech aims to incorporate lessons learned from the initial phase to better support its staff. While the agency expects its total workforce to grow as it recruits for new roles in software engineering, data science, and cybersecurity, the composition of the team must change to meet the demands of a modern digital landscape.
