The National Investigation Agency (NIA) has filed a supplementary chargesheet in the Pahalgam terror attack case, naming Hafiz Saeed, the Pakistan-based chief of the banned Lashkar-e-Taiba (LeT) and its proxy organization, The Resistance Front (TRF). The chargesheet, presented before the NIA Special Court in Jammu, accuses Saeed both in his individual capacity and as the leader of LeT and TRF. He has been charged under various sections of the Bharatiya Nyaya Sanhita (BNS), 2023, and the Unlawful Activities (Prevention) Act, 1967. The NIA has also invoked penal provisions against Saeed for waging war against India and alleged cross-border conspiracy.
The chargesheet provides details of Pakistan's conspiracy, Saeed's role, and supporting evidence collected by the NIA through meticulous scientific investigation and on-ground examination. The NIA had earlier filed a 1,597-page main chargesheet in the case before the Special NIA Court in December last year. The supplementary chargesheet elaborates on Hafiz Saeed's involvement as well as Pakistan's role in planning and supporting the attack. It also includes scientific and forensic evidence collected by the NIA from the attack site.
The Pahalgam terror attack occurred on April 22, 2025, in the Baisaran Valley of Pahalgam, Jammu and Kashmir. The attack targeted people based on their religion, resulting in the deaths of 25 tourists and one local resident. Following the initial investigation by the Jammu and Kashmir Police, the Ministry of Home Affairs handed over the case to the NIA for further investigation.
Hafiz Saeed, designated a global terrorist by India, the United States, and the United Nations Security Council, is widely regarded as the principal architect of the 2008 Mumbai terror attacks, which claimed the lives of 166 people. He has been listed as a global terrorist by the United Nations Security Council.
The NIA's chargesheet marks a significant development in the investigation, highlighting the agency's efforts to hold accountable those responsible for the attack and to uncover the broader conspiracy behind it.
