The Singapore Ministry of Health (MOH) has revoked the operating licences of two nursing homes within a two-week period, citing serious and systemic lapses in resident care and safety. Windsor Convalescent Home in Pasir Panjang was issued a revocation notice on June 18, 2026, followed by a similar notice for LC Nursing Home in Siglap on June 29, 2026. These actions follow a series of audits conducted by the ministry to ensure compliance with the Healthcare Services Act, which governs the standards of care for elderly residents in long-term facilities.
At both facilities, auditors identified significant failures in clinical and nursing care, medication management, and infection prevention. In the case of LC Nursing Home, the ministry noted that the facility had failed to sustain improvements after being given opportunities to rectify issues identified in earlier audits conducted in late 2025. The lapses included failures to properly monitor residents for falls, pressure injuries, and weight loss, as well as poor management of medication.
To protect the residents during the transition, the MOH has deployed interim care teams to both locations. These teams will manage daily operations and ensure that the 78 residents at LC Nursing Home and those at Windsor Convalescent Home continue to receive appropriate care until they are transferred to other facilities. The revocation for Windsor is set for October 30, 2026, while LC Nursing Home’s licence will end on November 23, 2026.
The ministry has emphasized that it takes a serious view of these lapses and expects all operators to maintain high standards of safety and governance. Officials are also investigating whether the founder of LC Nursing Home failed to disclose past professional misconduct during the facility's licensing application. The MOH plans to share its findings with the broader healthcare sector to prevent similar issues and will work with the Agency for Integrated Care to provide additional training and support for nursing home operators.
