The Singapore government is evaluating the possibility of reducing the minimum age requirement for singles to purchase Housing and Development Board (HDB) flats. Currently, singles must be at least 35 years old to buy a flat under the Single Singapore Citizen Scheme. This review aims to provide more housing options for singles and address the growing demand for public housing.
In March 2026, National Development Minister Chee Hong Tat announced that the Ministry of National Development (MND) is considering increasing the income ceiling and lowering the eligibility age for singles to purchase flats. He emphasized the need to build more flats to ensure adequate supply before implementing these changes.
The current policy allows singles aged 35 and above to buy 2-room Flexi Build-To-Order (BTO) flats across all locations, including those previously classified under mature estates. However, the eligibility age remains a significant barrier for younger singles seeking homeownership.
To meet the increased demand, the government plans to launch 55,000 BTO flats between 2025 and 2027, a 10% increase from the previous commitment of 50,000 flats over the same period. This expansion aims to provide more housing options for singles and other groups.
