Starting January 1, 2027, property agents in Singapore will be required to complete at least three property transactions over a three-year registration period to renew their licenses. Alternatively, agents who do not meet this requirement can pass a refresher examination to remain eligible for registration renewal.
This new framework, announced by the Council for Estate Agencies (CEA), aims to enhance professionalism within the real estate industry and bolster consumer confidence. The CEA will also extend the validity period for all property agency licenses and agent registrations from one year to three years, beginning in 2027.
Recognized transactions include completed sales, purchases, and leasing of various property types, such as HDB flats, private residential properties, commercial and industrial properties, foreign properties, and collective or en bloc sales. In certain complex transactions, more than one property agent may be recognized, subject to CEA's assessment.
Agents who complete fewer than three recognized transactions can still renew their registration by passing a refresher examination covering current industry regulations, professional responsibilities, and transaction procedures. Those who neither meet the transaction requirement nor pass the refresher examination may not qualify for renewal and could be required to retake the Real Estate Salesperson examination before returning to practice.
The annual Continuing Professional Development (CPD) requirements for property agents will remain unchanged. Agents must continue completing the required annual CPD hours while also satisfying the transaction or refresher examination requirement during each three-year cycle.
These measures are part of the CEA's ongoing efforts to maintain high professional standards, ensure agents remain active in the industry, and strengthen consumer confidence in Singapore's real estate sector.
