Singapore is embarking on a national initiative to develop artificial intelligence (AI) models tailored to its patients' clinical data. This effort aims to enhance healthcare delivery by leveraging AI to analyze and interpret patient information more effectively.

The Ministry of Health (MOH) has been at the forefront of integrating AI into Singapore's healthcare system. In June 2025, the MOH highlighted the importance of AI in driving changes within the healthcare sector, particularly in the realm of precision medicine. The ministry emphasized the need for a robust AI strategy to harness the potential of AI technologies in improving patient outcomes and operational efficiency.

A significant component of this strategy is the Health Empowerment Through Advance Learning and Intelligent eXchange (HEALIX) platform. HEALIX serves as a secure platform for anonymized clinical and socioeconomic data sharing, facilitating the development and training of AI models. The platform has successfully onboarded public healthcare institutions, enabling them to collaborate and build AI solutions that are both effective and secure.

In addition to HEALIX, the HealthX Innovation Sandbox has been established to foster innovation in healthcare AI applications. This sandbox provides a controlled environment where new AI solutions can be tested and refined before being implemented in real-world clinical settings.

The National AI Council, chaired by Prime Minister Lawrence Wong, plays a pivotal role in overseeing these initiatives. The council is responsible for launching and driving AI missions across key sectors, including healthcare, to unlock Singapore's competitive advantage in a rapidly evolving global landscape.

Healthcare institutions such as the National University Health System (NUHS) are actively participating in this national drive. NUHS has developed its own large language model, NUHS Russell-GPT, which assists clinicians in summarizing patient case notes and writing referral letters efficiently. This AI model is trained using anonymized clinical data and curated clinical guidelines, ensuring that it is both effective and compliant with data privacy regulations.

The integration of AI into Singapore's healthcare system is expected to lead to more personalized and efficient patient care. By developing AI models that are specifically tuned to the local patient population, Singapore aims to set a global standard in healthcare innovation and precision medicine.

As these initiatives progress, ongoing collaboration between government agencies, healthcare providers, and technology partners will be crucial in realizing the full potential of AI in transforming healthcare delivery in Singapore.
